چکیده

This paper provides a financial analysis for new supercritical pulverized coal plants with carbon capture and sequestration (CCS) that compares the effects of two relevant climate policies. First, an updated cost estimate is presented for new supercritical pulverized coal plants, both with and without CCS. The capital cost escalation of recent years can be attributed to rising materials, plant supply, and plant contractor constraints. This estimate is then compared with recent estimates from public sources. Second, several current and proposed public policies relevant to CCS are presented. Finally, a financial analysis is performed to evaluate the effectiveness of two likely US carbon regulations on deploying Nth-plant CCS technology. The major conclusion is that the leading US carbon cap-and-trade bills will likely not be sufficient to deploy CCS technology in a manner consistent with a 550ppm CO2 stabilization scenario. A more aggressive carbon policy including CCS research, development, and demonstration must be considered to achieve this goal with significant CCS deployment. © 2008 Elsevier Ltd. Keys to climate protection.

Technology policy lies at the core of the climate change challenge. Even with a cutback in wasteful energy spending, our current technologies cannot support both a decline in carbon dioxide emissions and an expanding global economy. If we try to restrain emissions without a fundamentally new set of technologies, we will end up stifl ing economic growth, including the development prospects for b...

A technical, economic, and environmental assessment of amine-based CO2 capture technology for power plant greenhouse gas control.

Capture and sequestration of CO2 from fossil fuel power plants is gaining widespread interest as a potential method of controlling greenhouse gas emissions. Performance and cost models of an amine (MEA)-based CO2 absorption system for postcombustion flue gas applications have been developed and integrated with an existing power plant modeling framework that includes multipollutant control techn...

Economic Evaluation of Leading Technology Options for Sequestration of Carbon Dioxide

The greatest contribution to greenhouse gas emissions is the burning of fossil fuels, which releases nearly six billion tons of carbon per year into the atmosphere. These fuels will continue to be used well into the 21st century, although there is a urgent need to manage a sustainable economic development. Since power plants are the largest point sources of CO 2 emissions, capturing the carbon ...

Plant Power: The Cost of Using Biomass for Power Generation and Potential for Decreased Greenhouse Gas Emissions

To date, biomass has not been a large source of power generation in the United States, despite the potential for greenhouse gas (GHG) benefits from displacing coal with carbon neutral biomass. In this thesis, the fuel cycle GHG emissions of power generation from both dedicated biomass power plants and coal power plants with biomass co-firing are quantified using a model based on Argonne Nationa...

Carbon charges and natural gas use in China

Substitution of natural gas for coal in China’s power sector could significantly reduce emissions of carbon dioxide, but gas-fired power is generally more costly than coal-fired power in China today. This paper explores how carbon charges and carbon sequestration technology might tip the balance in favour of gas. The costs of electricity from new coal-fired and gas-fired power plants in China a...
